They wanted to do this because they wanted to have more flexible ways of buying private and public securities from markets that were based on primary notions. There were lots of dangers around, though. It wasn’t easy to do this. The central banks focused on granting liquidity. They avoided the monetary levels of financing fiscal deficits. They also assumed the private sector had credit risks too. There were central banks that did not weaken their independence or their balance sheets. Governments did not turn to the IMF or the MDB to get higher support levels than was needed.
